- Jotun Tankguard Plus tops our 2026 ranking of tank lining products, rated for sour crude oil at up to 160°C.
- Under API 653, a thin-film tank bottom lining can add two years to the initial internal inspection interval, and a reinforced lining five years.
- Three of the ten linings carry formal aviation fuel approvals: PPG NovaGuard 840, Hempaline Defend 430 (both EI 1541) and Interline 984 (EI 1530).
- Hempel’s Hempaline Defend 430, launched in October 2025, is the newest entry: one coat at 400 µm and a three-day return to service.
- Novolac and phenolic epoxies dominate the list; Jotun Chemflake Special is the only vinyl ester, selected for acid storage.
A thin-film lining on a storage tank bottom can extend the initial internal inspection interval under API 653 by two years, and a reinforced lining by five, according to Sherwin-Williams’ API 652 compliance guidance. For terminal operators planning outages, choosing between tank lining products is a scheduling decision as much as a corrosion one.
This 2026 ranking compares ten tank lining products from six manufacturers, filtered to linings specified for bulk liquid storage: crude oil, refined fuels, jet fuel, biofuels and chemicals. Consumer fuel-tank sealers and water-only coatings were excluded. For the manufacturers themselves, see our ranking of the top 10 tank coating companies.
How we ranked the top 10 tank lining products
Products were ranked on four criteria: maximum rated crude oil immersion temperature, breadth of service across crude, refined products, biofuels and chemicals, third-party approvals such as EI 1541, NORSOK M-501 and NSF/ANSI 61, and application economics, meaning coat count, return-to-service time and API 652 suitability. All data comes from manufacturer product pages and technical data sheets.
Temperature and resistance figures are manufacturer ratings for immersion service. Real-world suitability depends on the stored product, substrate condition and surface preparation, and every specification should be checked against the manufacturer’s chemical resistance list. Our epoxy tank lining guide covers preparation and application in more detail.
1. Jotun Tankguard Plus: Norway
Tankguard Plus is a two-component, polyamine-cured phenolic/novolac epoxy with the highest crude oil rating on this list: up to 160°C, covering most sour crude grades. Jotun positions it for all grades of crude oil in onshore, offshore and buried tanks, and for heavy chemicals at higher temperatures.
The lining is cured for service in five days, is pre-qualified to NORSOK M-501 and meets FDA 21 CFR 175.300 for dry and liquid food contact. It works as primer, mid coat or finish coat on carbon steel, galvanised steel, stainless steel and concrete. The wider range is covered in our Jotun tank coatings profile.
2. Sherwin-Williams Nova-Plate UHS: United States
Nova-Plate UHS is a solvent-free, edge-retentive epoxy novolac that Sherwin-Williams specifies as API 652 compliant in both thin-film and thick-film configurations. It is intended for bulk storage tanks handling crude oil at elevated temperatures, refined petrochemicals and solvents including methanol.
High-build, pit-filling properties make it a maintenance lining for corroded floors as much as a new-build product. For hotter service or faster turnarounds, sister product Nova-Plate 360 is rated as an API 652 thick-film reinforced lining for immersion up to 135°C, with return to service in as little as 24 hours. More in our Sherwin-Williams tank coatings profile.
3. PPG NovaGuard 840: United States
NovaGuard 840 is a solvent-free, amine-cured novolac phenolic epoxy applied as a one-coat tank system by heavy-duty single-feed airless spray. PPG rates it for crude oil up to 120°C and for unleaded gasoline, and its light green or cream colour improves visibility during tank inspections.
Approvals are unusually broad: EI 1541 for aviation fuel tanks and pipes, NSF/ANSI 61 for potable water and FDA 21 CFR 175.300 for food contact. A clear version is available for glass-mat reinforced tank bottoms, with recommended dry film thickness of 300 to 600 µm depending on system. See our PPG Industries tank coatings profile.
4. International Interline 984: Netherlands
AkzoNobel’s Interline 984 is a solvent-free epoxy phenolic formulated for downstream bulk storage, with an extended recoat interval built around tank lining contract schedules. It resists crude oil up to 90°C and complies with EI 1530, the quality assurance standard for aviation fuel supplied to airports.
It can be applied as a single or multi-coat scheme, as a spray-applied fibre-reinforced system or with hand-laid glass reinforcement, and its flow properties suit pitted tank floors. A conductive version, Interline 984C, is DIBt compliant. Our AkzoNobel International Paint profile covers the full Interline range.
5. Hempel Hempaline Defend 430: Denmark
Launched in October 2025, Hempaline Defend 430 is the newest product on this list. It is a 100% volume solids epoxy phenolic applied in a single 400 µm coat by single-leg airless pump, returning to service in three days at 20°C.
Hempel rates it for crude oil up to 90°C and lists approvals for jet fuel (EI 1541) and potable water (WRAS). With optional glass fibre mat reinforcement, Hempel states the system is API 652 and 653 compliant and can extend inspection intervals by up to five years.
Our Hempaline Defend 430 analysis covers the launch and single-coat economics in detail.
6. PPG Phenguard 985: United States
Phenguard 985 is a solvent-based novolac phenolic epoxy engineered for fatty-acid feedstocks, the cargoes behind renewable diesel and biodiesel production. PPG says it protects against more than 300 fatty-acid cargoes, including used cooking oil, alongside hydrocarbons, chemicals and food products.
Its patent-pending formulation allows a two-coat system instead of the traditional three. The rated temperature window runs from 60°C for storage up to 75°C during loading and unloading, and PPG specifies it from FPSOs to onshore petrochemical tanks.
7. Carboline Phenoline 385: United States
Phenoline 385 is Carboline’s thin-film option: a high-solids, polyamine-cured modified epoxy phenolic sprayed in two coats to a total of 8 to 12 mils. It handles crude oil up to 82°C and is listed for jet fuel, biodiesel, gasoline and ethanol-blended gasoline tanks.
It meets FDA 21 CFR 175.300 and also serves under insulation at up to 204°C continuous. Where downtime matters more than film build, Carboline’s single-coat Plasite 4500 FS can return most petroleum tanks to service after an overnight cure. See our Carboline tank coatings profile.
8. Jotun Tankguard SF: Norway
Tankguard SF is the solvent-free sibling of Tankguard Plus: a novolac epoxy rated for sour crude oil up to 140°C. Jotun lists high resistance to petroleum products, hydrocarbons, alkalis and chemical intermediates.
A wide dry film thickness range of 150 to 500 µm lets applicators adjust build to substrate condition. The solvent-free formulation also cuts VOC emissions and fire risk during confined-space application, which matters on terminals with strict hot-work and permit regimes.
9. International Interline 850: Netherlands
Interline 850 is a thin-film epoxy phenolic built around scheduling flexibility. Its overcoating interval extends up to 30 days, so blasting and coating crews can be separated without re-preparing the surface.
It can be applied direct to metal as both holding primer and build coat, and tanks can return to service in as little as five days. That combination suits maintenance campaigns running across multiple tanks at a single terminal.
10. Jotun Chemflake Special: Norway
Chemflake Special is the only vinyl ester on this list and the specialist choice for acid storage. The glass-flake reinforced formulation gives extreme acid and chemical resistance on carbon steel and concrete, and Jotun markets it as its fastest lining for acid tanks.
It is ultra high build, applied in one or two coats, and cures quickly for early return to service. It also resists crude oil up to 90°C and meets FDA 21 CFR 175.300, but chemical terminals holding sulphuric or hydrochloric acid are its core market.
Tank lining products compared: 2026 specification table

|---|---|---|---|---|
| 1 | Jotun Tankguard Plus | Phenolic/novolac epoxy | Sour crude to 160°C | NORSOK M-501, FDA 175.300 |
| 2 | Sherwin-Williams Nova-Plate UHS | Solvent-free epoxy novolac | Crude at elevated temperature | API 652 thin and thick film |
| 3 | PPG NovaGuard 840 | Solvent-free novolac phenolic epoxy | Crude to 120°C | EI 1541, NSF/ANSI 61, FDA |
| 4 | International Interline 984 | Solvent-free epoxy phenolic | Crude to 90°C | EI 1530; conductive 984C |
| 5 | Hempel Hempaline Defend 430 | Solvent-free epoxy phenolic | Crude to 90°C | EI 1541, WRAS, single 400 µm coat |
| 6 | PPG Phenguard 985 | Novolac phenolic epoxy | Fatty-acid cargoes to 75°C | Two or three coat system |
| 7 | Carboline Phenoline 385 | Modified epoxy phenolic | Crude to 82°C | Thin film, FDA 175.300 |
| 8 | Jotun Tankguard SF | Solvent-free novolac epoxy | Sour crude to 140°C | 150 to 500 µm DFT range |
| 9 | International Interline 850 | Thin-film epoxy phenolic | Service in five days | 30-day overcoat window |
| 10 | Jotun Chemflake Special | Glass-flake vinyl ester | Acid service; crude to 90°C | FDA 175.300 |
As a rule of thumb, novolac epoxies lead where crude is hot or sour, phenolic epoxies give the broadest fuel and solvent resistance, and vinyl esters take over in acid service. The thin-film versus reinforced decision then feeds directly into the inspection plan under API 653 tank inspection rules.
Tank lining products: what to watch in 2026
Two pressures are reshaping specifications. Biofuel feedstocks such as used cooking oil and fatty acid distillates are moving through tanks built for hydrocarbons, which is why PPG engineered Phenguard 985 around a fatty-acid temperature window. Downtime is the other: Hempel, Sherwin-Williams and PPG are all pushing solvent-free, single-coat linings with return to service measured in days.
For operators planning 2026 and 2027 outages, the practical shortlist of tank lining products now starts with approval coverage and return-to-service time, with temperature rating as the final filter.
Which tank lining ranks first in 2026, and why?
Jotun Tankguard Plus ranks first. It combines the highest crude oil temperature rating on the list, including resistance to most sour crudes, with NORSOK M-501 pre-qualification and a five-day cure to service. That makes it a strong fit for heated crude tanks, where standard epoxies can soften or blister.
How were the linings on this list ranked?
Each product was assessed on four factors: rated crude oil immersion temperature, breadth of service across crude, refined fuels, biofuels and chemicals, third-party approvals such as EI 1541 and NSF/ANSI 61, and application economics, including coat count and return-to-service time. All figures come from manufacturer data sheets.
What is the difference between thin-film and thick-film tank linings?
API 652 separates thin-film linings, typically applied in two or more coats at lower dry film thickness, from thick-film or reinforced linings that use glass flake, glass fibre or high build to bridge pitted steel. Under API 653, a reinforced lining earns a longer extension to a tank’s initial internal inspection interval than a thin-film lining.
Which linings are suitable for jet fuel storage tanks?
Aviation fuel tanks need linings that meet EI 1541 or, for airport supply chains, EI 1530. PPG NovaGuard 840, Hempel Hempaline Defend 430 and International Interline 984 all carry these approvals. Operators should confirm current approval status with the manufacturer before specifying.
How are biofuels changing tank lining selection?
Fatty-acid feedstocks such as used cooking oil are more aggressive than conventional hydrocarbons and often need heated storage within a narrow temperature window. Tanks converted from fuel to biofuel service may need relining with a product tested for fatty acids, such as PPG Phenguard 985, and the manufacturer’s resistance list should always be checked for the specific cargo.
