Sempra LNG is the liquefied natural gas business arm of Sempra Infrastructure Partners (SI Partners), operating and constructing a portfolio of US and Mexican export facilities that will add over 36 Mtpa of combined nameplate capacity when fully built out. At the centre of that build-out is Port Arthur LNG in Texas — a roughly $14 billion, four-train project that ranks among the largest LNG export developments in the world — alongside the operating Cameron LNG Phase 1 facility in Louisiana and the newly completed Energía Costa Azul (ECA) LNG Phase 1 project in Baja California, Mexico.
Sempra LNG Infrastructure: Corporate Structure and Ownership
Sempra Infrastructure Partners is a subsidiary of Sempra, the San Diego-based energy holding company that serves nearly 40 million consumers across North America. At December 31, 2025, Sempra held a 70% interest in SI Partners, with KKR Pinnacle owning 20% and Abu Dhabi Investment Authority (ADIA) holding 10%.
In September 2025, Sempra LNG entered into a definitive agreement to sell a further 45% stake in SI Partners to KKR Partners for $9.99 billion, subject to adjustments. On closing — expected in the second or third quarter of 2026 — KKR Partners will hold 65% of SI Partners, Sempra will retain 25%, and ADIA will retain 10%, with KKR Partners assuming operational control. Sempra will deconsolidate SI Partners from its balance sheet and account for its residual 25% under the equity method. The implied equity value of SI Partners flagged in the transaction is approximately $22.2 billion.
SI Partners manages the Sempra LNG business across three lines: LNG infrastructure, Energy Networks (natural gas pipelines and distribution in Mexico), and Low Carbon Solutions. The LNG segment — the highest-profile component — is detailed below.
Cameron LNG Phase 1: 12 Mtpa Operating Facility
The Cameron LNG Phase 1 facility is located in Hackberry, Louisiana, on the Calcasieu Ship Channel. SI Partners owns 50.2% of Cameron LNG JV, the operating entity, with affiliates of TotalEnergies SE, Mitsui & Co., and a Mitsubishi/NYK joint vehicle each holding 16.6%. The three-train facility has a combined nameplate capacity of 13.9 Mtpa and an export capacity of 12 Mtpa, equivalent to approximately 1.7 billion cubic feet of natural gas per day.
All three trains operate under 20-year liquefaction and regasification tolling agreements with affiliates of TotalEnergies, Mitsubishi, and Mitsui, which collectively subscribe for the full nameplate capacity. Cameron LNG Phase 1 feeds the Atlantic and Pacific markets via the Calcasieu Ship Channel, which accommodates large LNG tankers. The facility is connected to feed gas supply basins across Texas, the northeast, midcontinent, and southeast US via the Cameron Interstate Pipeline — a 40-mile gas transmission line linking the plant to seven interconnected pipeline systems. Cameron LNG Phase 1 ranks among the top LNG liquefaction plants globally by capacity.
A Cameron LNG Phase 2 expansion — adding one electric-drive liquefaction train plus debottlenecking capacity from the existing three trains — is under development, but no final investment decision has been reached as of the 2025 annual report.
Port Arthur LNG: The $14 Billion Texas Export Project
Port Arthur LNG is Sempra Infrastructure’s largest active construction project, sited on the Sabine-Neches waterway in southeast Texas. The development is structured across two phases, each comprising two liquefaction trains, with a combined four-train nameplate capacity of approximately 26 Mtpa.
Port Arthur LNG Phase 1 is owned by SI Partners (28%), KKR Denali (42%), and a ConocoPhillips affiliate (30%). The two-train facility has a nameplate capacity of approximately 13 Mtpa and an initial offtake capacity of 10.5 Mtpa. Offtake is fully contracted under 15- and 20-year SPAs: ConocoPhillips takes 5 Mtpa, RWE Supply & Trading 2.25 Mtpa, INEOS Energy Trading approximately 1.4 Mtpa, PKN Orlen approximately 1 Mtpa, and ENGIE approximately 0.875 Mtpa. The first train is on schedule for commercial operations at or near the end of 2027, with the second train following in 2028.
Port Arthur LNG Phase 2 reached a positive final investment decision in September 2025, with construction commencing immediately. SI Partners holds 50.1% and Blackstone holds 49.9% of Phase 2, which will add a further two trains and one LNG storage tank with a nameplate capacity of approximately 13 Mtpa. Phase 2 offtake agreements are in place with ConocoPhillips (4 Mtpa, 20 years), EQT Corporation (2 Mtpa, 20 years), and JERA Co. (1.5 Mtpa, 20 years), alongside a 2.5 Mtpa SPA with SI Partners itself. The third and fourth trains are targeted for commercial operations in 2030 and 2031 respectively. Supporting infrastructure includes Louisiana Storage, a 12.5 billion cubic foot salt dome natural gas storage facility under construction, and a 72-mile Port Arthur Pipeline Louisiana Connector linking the project to Gillis, Louisiana. The combined Port Arthur development features among the top LNG projects reshaping global supply in 2026.
Energía Costa Azul LNG: Mexico’s First LNG Export Facility
The ECA LNG Phase 1 project is located at the site of SI Partners’ existing ECA regasification facility in Baja California, Mexico. SI Partners owns 83.4% of the project, with a TotalEnergies affiliate holding the remaining 16.6%. ECA LNG Phase 1 consists of a single liquefaction train with a nameplate capacity of 3.25 Mtpa and an initial offtake capacity of 2.5 Mtpa.
The project achieved mechanical completion in December 2025, making it Mexico’s first LNG export facility to reach that milestone. First LNG cargoes for sale are expected in spring 2026, with commercial operations under long-term SPAs — TotalEnergies taking approximately 1.7 Mtpa and Mitsui approximately 0.8 Mtpa, both on 20-year terms — targeted for summer 2026. An ECA LNG Phase 2 expansion, which would add a large-scale second liquefaction train at the same site, is under development but has not yet reached FID.
The adjacent ECA regasification facility remains operational, processing up to 1 billion cubic feet of natural gas per day with 320,000 cubic metres of storage across two tanks, and currently operates under a capacity agreement with Shell that runs to May 2028.
Mexico Infrastructure: Pipelines, LPG, and Refined Products
Beyond LNG, Sempra Infrastructure owns 1,985 miles of natural gas transmission pipelines and 139 miles of ethane pipelines in Mexico, with a design capacity exceeding 16,900 MMcf per day of natural gas. The pipeline network primarily serves the Comisión Federal de Electricidad (CFE) and PEMEX under long-term, US dollar-denominated contracts.
SI Partners also operates two LPG storage facilities in Mexico — the TDF pipeline system running to a 32,000-barrel LPG storage facility near Monterrey, and an 80,000-barrel LPG terminal near Guadalajara — both fully contracted to PEMEX. A refined products storage network across six Mexican states holds a combined 4.6 million barrels of capacity, serving Marathon Petroleum, Valero, and PEMEX under long-term firm contracts.
The Ecogas natural gas distribution utility, which serves approximately 169,000 customer meters across Mexicali, Chihuahua, and La Laguna-Durango, is being sold to Gas Natural del Noroeste for approximately $500 million, with closing expected in the second or third quarter of 2026. The global LNG terminal landscape in which Sempra competes spans the Atlantic and Pacific basins, with the Port Arthur and Cameron facilities positioned to supply both.
